Do we need tort reform?

As I’ve thought about it generally, the nature of disputes, resolved by any means other than reconciliation, leaves 50% of the people involved happy and 50% unhappy. The defendant loser will sometimes claim “they did nothing wrong” or that the jury was improperly swayed.
